I don't know about Quest3, but if you are using OculusLink and there is no change from Quest2, the following could be the cause.

Run this with administrative privileges.
Change the "Asynchronous Spacewarp" entry.
2⃣.gmod itself is slowing down fps (heavy use of navmesh, use of high quality mods, etc.).
