type ",vote [option name or number]" in chat without quotation marks. for example;

,vote 2
,vote yes

Making votes can be done in the "Register" tab of the Zeta Players settings, if that's what you mean

Go to the "Zeta Player" tab in the Spawnmenu, go into the "Text Chat Options" section, and check "Allow Creating Votes"
Unless you mean making where you can start a vote yourself, in which case I have no idea.
