just going by gut reaction, I feel like a few of the starting perks are a bit too strong(Hunter Protocol is the one I'm looking at). I'd have to play with them to give any more feedback, though.

That's a fair concern. While I'd like to do some more playtesting before making further changes, if the Patrol class ends up being too strong with Hunter Protocol, then I might restrict them to SMGs or even primary pistols to reduce their damage, accuracy, and ammo count on the reaction shots.
