I'm having this issue too, can't get this mod to work at all.

Keep in mind that a game in progress only "loads" new things when you discover an area that you haven't explored before, if you have the whole map open and revealed then add this they won't spawn in unless you delete the map data for locations and then revisit.

i tried a new map and put the mods in order as suggested and still nothing
