You need disable in Server Config, but need load the mod before open server configurations, search for de submenu 4 Colour Bic Pen, an disable the box (Allow the (very rare) Bicscalibur pen to spawn?). If not wornking, try load Mod Options.

The reason why you not able to disable bicaliber is because sandbox setting only loaded after ItemPickerJava aka distribution table. The author obviously doesn't know that thus the way it is coded, the sandbox setting is essentially useless.
