I figured it out, and it was the weirdest mod in my list - "Let me skill for you" is the one that causes the black hole of infinitely respawning vehicles. Hopefully that works for you too, buddy.

When setting up camp using real ruins I've ran into a map generation error that references PLA and Real Ruins
