ship spawning only spawns early ships

Ship spawning in Road to 56 breaks the save file. Cannot load the game after I spawned ships, as a crash report shows as a result.

Update, this issues also applies to industry, and some other areas that I wasn't sure of. This is after RT56 had an update.

Normal, KX ideologies are different from vanilla
Unless you use a KX specific toolpack, it will always happen

I am centralizing everything on discord to have some better organization, clarity, and the ability for toher devs to respond faster
