Your mod is outdated, current live version is v2.93b. The entire mechanic changed a few updates ago, no DLC is needed anymore & it works in every system of the galaxy.

Im not sure if your current local version is savegame compatible, it may need a new game. After accepting the Ascension Perk, check your situation log for a tutorial how to fire it.

it should'nt be outdated since I intalled it the day after the v2.93b was released but to be sure I reinstalled everything (even my game) and it changed nothing so. How do I check my version and if it's outdated update to the newer version ?

my problem solved itself it doesn't ask me for a locator anymore on the other hand the weapons doesn't seem to do any damage

You have to declare war on the target.
