Ah Nomads! You can built at max 5 of them. To do this, increase your naval cap. It works similar to titans.

Sorry for the necro, but i have a follow up question.
If the Arks are limited, then the only way to scale is over manpower, right? Which can be increased due to pop growth bonuses in science or trait/civics and by transforming conquered pop, right?
If so is there a way to instantly convert/assimilate a planet into manpower or at least one where i do not have to constantly check if i have all resources, but have it done automatically over time?
