The Cyber tech tree gives more powerful tech/industrial bonuses but reduces the amount of manpower you get. The Holy research tree gives bonus stability but barely any downsides.

I perfer the cyber one because it has more powerful research bonuses, but they are equal. If you are a minor nation or don't have much manpower then you should go cyber because it gives you drone infantry, which is basically manpower.
