Balanced Stats
I think it should have
+900% damage
+100% faster firing rate
+50 max health on wearer
+25% movement speed on wearer
+another 50% movement speed when out
+100 Health on kill (can overheal)
+Disciplinary Action's range
+Can be thrown with right click, recharges in 5 seconds
+If it hits someone when thrown, stuns them, applies bleed, and does a crit (1950 damage)
-No random critical hits
Tell me if you think it needs a buff.

-Only has a 50% crit rate
Cause that's still a downgrade from the pan's 99.99999985% crit rate
