Guide: How to stop tagging like a 2-year old
Step 1: Only use tags that the mod(short for MODEL in this instance as it modifies a model in the game) actually applies to (not what character MODEL can use a MODEL, but what MODEL is actually changed).
Step 2: Stop being a 2-year old (whiny ♥♥♥♥♥)
Step 3: Enjoy that your mod can be found due to correct tagging.

all of this could be avoided if valve appointed admins to monitor this stuff and clean up the workshop.

You are most definitely correct. It'd be great if they did that, but I doubt that they ever will.
