Can someone elaborate on how exactly does Marketing Agency work?
Is the tourism global but the 30% maximum means there is no point having more than 3 such buildings in your empire?
Or is it 10% boost to tourism to a particular foreign civ you have a trade route from this very city (but no more than 3 trade routes/30% boost)?
