(Note, seemed to have occurred during my already existing save but on new save the pawns are their regular size.)
This is a known issue of HAR framework. Sadly we know relatively little about the cause. The bug seems to be caused by a mismatch in <borderScale> between races. It is said that the bug appears when a race that uses a defined borderscale is loaded with another race that doesn't. Others state that the bug will consistently happen when send colonists on a caravan with yayo's caravan that have a large atlas/drawscale.
We don't really have a reliable fix at this moment. Enabling/disabling the 1.3 rendering may fix it, but it may also cause unwanted problems.
It gets worse in the worktab, I have multiple race mods and this is the only one that appears to do this. I tried using Cherrypicker I saw somewhere in the comments but you can't actually disable that particular function.
I believe this is caused by conflicts between mods. It would be helpful if you could provide your mod list.
The code has been rewritten to reduce performance impact and increase mod compatibility. Try unsubscribe then re-subscribe this mod and it should be fixed.
