Way to make town require only 1 settlement?
Is there any way I can edit the settings to allow for a town with only 1 settlement? My mods (and pc, but that's a separate thing) only allow for 1 settlement per colony.

should definitely count outposts and not settlements... please fix

Agreed. I don't understand why I would have to build towns only near three of my potential ennemies, especially since none of them is closer than ten tiles appart. I effectively can't build towns right now.
