Psychite can't be used in an outposts (even for genetic dependancies)
I sent a pawn with psychite dependency to an outpost, and even if I sent flake and allowed them to take it, they wouldn't and are now fully comatose and can't access psychite

If I can recall correctly, pawns cannot fulfill their drug dependencies as long they are in an outpost.
