Mod mechanics will work if you add, but loot won't spawn.
Seeds and magazines will spawn only when game peforms loot respawn (such as new world, soft reset, visiting areas by player for the first time, game settings respawn cycle, etc.).

Yes, if you never been in this city. Game spawns loot when you load gridsquares for the first time. But I'am not absolutely sure about does it work in MP

Only loot that spawns inside containers, or does that also affects loaded forest cells... like, new items won't appear by foraging on cells that have already been loaded? i thought items spawned back in the forests after some time
