try using railways in this mod (one of my favourites btw) and you'll find out there is all sorts of odd behaviour, IC cost is quite high and it's hard to build level 1 railway, if you try and order the construction of railways it often orders level 73 as the minimum? 810,000 cost is quite excessive for level 1,000 railways, especially when you can only use 50 factories in parallel.
