Distress beacons are a good source of mesh, rarely filters and some armor and guns. Beacon of the horde is meant to be purely a source of armory keycards (thus the high cost).

The key item the seems to get the recipe to appear is the military computer, a laptop from military drops. You'll need a lot of expensive radio/tech equipment, most can be found at mili bases but some drops are from deadzones.
