For all those having trouble getting the mod to work on PC, here's a fix:

Unfortunately, it doesn't work immediately following the download because it lacks the Notepad text doc path you need to have it show up in your mods list, so what you need to do is create a .txt file in the mods folder that has the format of every other mod in your folder (I copied Overhaul Pack's format), the only difference being the title of the folder (it should download as SocialistReform). It doesn't matter what you put as the author or description as long as the path is leads to the mod's file folder. My text doc looks like this:

name = SocialistReform
path = SocialistReform
guiname = Socialist Reform
author = Chromeo
description = Communism will win

As long as every other mod you have is installed properly, the game should work perfectly and the mod should be installed. I have been using this method ever since I redownloaded the game after changing computers. The only downside is that the mod is back to its original first official release, so many of the newer features are gone (for instance, the hammer and sickle imagery is back and the flags are gone). However, there is no other mod like this one that I have found and I'd rather have an older version of it than not have it at all.

DISCLAIMER: I'm not good with computer stuff most of the time and I figured this out completely as a fluke so if you continue to have problems, I really have no idea how to help you. I just noticed that no one else has posted a permanent fix for this (trust me I've looked everywhere for something that works) and this is a method that works for me, and I hope it helps you too. Lord willing, the devs will come back and fix the subscribe link so no one else has to do this and we can enjoy the most recent version. If this fix does work for you though, please let me know so others can find this.
