Pros-

Framed Fortifications: When a construct is at full health, a thin shield will be erected, slightly blocking damage. (Only works on level 3 Constructs that have at least 1 kill)
Higher metal reserves (Less space needed to store this metal frame leaves more room for more metal that isn't a frame.)
Cons-
Mild damage penalty
For each construct that gets destroyed, construction speed and repair rates for the next build will be slowed until a kill is earned with a Sentry, which resets the nerf. (Hence the Refrained part)
Decreased repair rate
