i got some mods like let's talk and such, could it be caused by it or an oversight?
Technically, you can kill him and complete the quest. There are a few different ways that quest can resolve. There are three different "endings" if I recall correctly. If you *do* kill him, he's supposed to drop a broken statue that you can return to the initial quest giver.

So i visited Heng and stumble upon the "A Thorn in the Side" , The guy approched me with a very curious speech.
I don't know yet if there is some "plot" behind it, but i have to admit that i think you should shorten a bit his dialogue. It was well written though :)
After a while i found these Thorn guy in the desert and I liked how they behave, the quest worked pretty well but the goal remain rather blurry (I don't remember what i was asked to e honest xD)
What you could do is create a little paper like these bounty paper, instead you name them Quest logs or Task for the Thorn etc, then you mark the first objective.
I think it could help the player to remind the goal, since the games doesn't have quest log beside base events.
Also I think you should "restrain" yourself from adding new faction or content, Kenshi itself has alreadt tremendous amonth of unused content that fits quest.
All these Unique Recruit who come with a little background could have a quest for exemple.
-Hamut, release his wife from a noble slaver?
-Headshot, help her to kill another bounty hunter who played her?
-Doctor Chung, pay his freedom to the Twinsblade, money or kill another clan in the swamp?
-Izumi, bring her some CPU unit so she can repair a mech bed?
-Horse, make his treasure hunt a real thing?
etc etc
Last think on the same idea, you can use the unique NPC, The Shek could have quest about Tora and the other one at New Kralia.
Flotsam Ninja could ask you to do infiltration on Rebirth and release some slave
Many short quest could work with items requirement, that makes the player go hunt something specific, a bit like quest in MMO, instead here you won't ask for 30 of them ^^
It was probably the most well crafted quest attempt, its really too bad that its "abandonned"
Anyway while doing The wedding Gateway quest, Selina say she will wait for me in a bar while I look for the Shinobi, but after a couple of minute she start to attack people in the bar and get killed, or jailed.
I'm using Genesis, it may conflict tho.
