Sure the damage and hit is ok. But build rate? LOL. That wouldn't even be a second faster xD. Hell, the jag only does 1 sec faster.
And walkspeed? He already goes slow enough and needs to get where he's going fast enough so he can help him team faster.

+25 Health on wearer
-90% Damage penalty. (He isn't going to be using it to fight much, so not a miner set back)
-Marked for death when used vs players for 4 seconds.
(In combat with it, this is a huge set back)
Pros:40% Faster upgrade rate
65% Faster build rate (better than Jag)
Cloaked Spys will be markered when hitting them
Cons:25% Damage Penalty
30% Less Damage done to Sappers
25% Slower Sentry firing speed (doesnt apply to The Wrangler)

the alt attack is a fast building boost the makes engi build sentry,dispenser and teleporter faster
