i've had the same bug, for me removing another mod fixed it. the "craftable guns (no quest)" mod caused the quest "loud and clear" not to start and even console codes could not fix this.

if you realy wan't this mod to work, i'd try running the game with a few other mods disabled, until you find what mod causes the conflict. i've played this mod from an earlier nexus version and it never caused any trouble for me, so naturally when this bug apeared i started looking elsewhere for the error then this mod.
