Using this types file, but the player placed parking machine despawns after a while, even in territories. Any ideas why?

i am having problems with parking meterkit despawning and if i use object builder i cant interact with the parking after

Does this work??!! Because the creators does not unless it's a daft typo or something, fixed plenty of those so wouldn't shock me.
