I actually thought of adding that modifier but I didn't, because Germany already has an army minister guy that gives division speed, and also has a tank company that gives extra tank division speed. So, if all of them are combined, it would be too much unit speed and that would be inaccurate. I didn't want this could happen. I'll consider and think about this modifier again in the next update (no step back DLC update). Thank you for your suggestion.
I also want to add this, the game engine limits targeted modifiers. I can only give attack/defense buff/debuff on a target country. I mean, I could give Germany a division speed bonus but I can't make this bonus special to only be used over France by Germany. The game simply does not allow me. And if I give Germany a div. speed bonus, you could stack that bonus up with other decisions and that could make the game even more inaccurate xd
