Is this taunt faster than Pyro's normal speed?

All moving taunts are slow by necessity, for game balance.

It'll most likely go the same speed as every vehicle taunt. An example is the victory lap.

Hypothetically, in a modded server, you could go fast with this and other vehicle taunts.

The "Hot Wheeler" taunt was added on December 2nd, but MrSnipeY said "It's out" (though he misspelled "it's") on November 15th. So either he had no idea what he was talking about, or he had insider information and jumped the gun.
