I started a game as a custom Nestorian Persian leader, taking over the country (Shiraz country, in modern day Iran) of a Muslim Persian leader that normally has it at game start with a Clan government.
I just took over the Persian Empire title was hoping to get a decision to go to Bureaucratic government, but it did not pop.
I am thinking now I am stuck as Clan. Clan cannot go Bureaucratic? I cannot go Muslim government or Caliphate because I am not Muslim?
