This is an issue exclusive to the RTX 50 series graphics cards

I've seen people suggest limiting the FPS or lowering the resolution, but I'm not sure if these will solve the problem

I have a 5060ti 16gb, and the solution for me was: In-Game: Fullscreen, Whatever native resolution your monitor has, 120hz refresh rate, Render Res 100%, MAX FPS 120, Vsync OFF, dynamic shadows OFF, surface dispersion OFF, Volumetric Lighting OFF, Antialiasing SMAA T2x. In NVIDIA control panel - Monitor technology: Fixed Refresh, Preferred Refresh Rate: Application Controled, Negative LOD bias: Clamp, Vsync: Use 3d application. In Windows - BlackOps3.exe: Optimization for windowed games: OFF. Also this mod installed might have helped.
