What modlist are you running? Are you getting any errors?
If there's a general problem, did it go away when you uninstalled the mod?
Check your mod settings and verify that it's enabled for the bill-types that you are checking. It's possible that all bill-types are disabled in your config.
You could also try un-checking the "Hold shift for normal menu" option in case that's somehow interfering.
To see if the mod is doing anything at all, make sure it's enabled for medical bills and then try adding an operation to pawn. This menu should always get a sub-menu.
In the options menu you could enable dev mode and then check the error log (buttons on top, 2nd from left I believe)
I entered dev mode and checked the log. There were no errors or warnings, or nothing to indicate any malfunction. I also tested with only FluffyKittens.BillCategories and Harmony/HugsLib and the same issue is present (cooking bills are categorized, tailor bills are not). Therefore, it does not seem to be a mod incompatibility. Maybe it's just my installation.
