I've always found at least one in areas like the McCoy Lumber Camp in Muldraugh, and some in the trailer parks in Muldraugh.
I've never seen one spawn at the main road pile ups, but this is all RNG based so not sure if they can or can't spawn there.
EDIT:
Just to clarify, I've only ever found them solo. Usually 1-2 storage ISOs in Muldraugh, and usually 1 fuel tank ISO in Muldraugh. So they are very rare.
