you park it near a pump just like a car, get out, hit v and select to refuel, it will work only if you have tsar lib installed

doesn't matter, they just have to both be enabled, best way to make sure it works is, try standing next to the m967 tanker with gas can and hit v, there should be options to use fuel, if that works, then it's just a matter of positioning it on gas pump i guess

then i bet the positioning is the problem here.....which part should i align with the pump.....is there any dedicated side or does any side works?

I know it's quite a time now but hope this still help you about the problem.
Since controling the trailer to reach near the fuel pump was quite a deal, I suggest you try moving your truck toward the middle of two pumps. This means you have to remove the trash can at that spot to continue.
Just make sure the attachment's spot of the trailer was in the fuel pump's available range and you are good to go with "V" mechanic.
