I've also been playing whith this mod and the complete JNR - Urban Complexity and noticed the name change of the "Arsenal District" to "Naval Base".
The "Warehouse" building of the Arsenal district also changes its name to "Shipyard" due to the existence of a new "Warehouse" building for the Encampment introduced by JNR-UC. This makes the Shipyard building for the Harbor to never become available. It doesn't even appear on the list of available Harbor buildings in the Civilopedia anymore.
I've also noticed that the Arsenal District "slot" disappears from the list of possible districts to construct whenever you build an Encampment in a city, thus making it impossible to have both at the same time in a single city (maybe this is intended though).
I am still able to build industrial era ships though.
Edit: removing the lines that made the prerequisite worked for me. If project metropolis is what is causing your issue also, go into the folder for it and remove the lines concerning the specific ships in RemovesAndReplacements.xml

Anything I can do ? Is there any incompatibility with some graphics mods ?

Edit2: Adding 'BUILDING_ARS_DRYDOCK', 'BUILDING_ARS_WAREHOUSE', 'BUILDING_ARS_NAVALACADEMY' inside the brackets at lines 369 and 375, of the files "6T_units** " in grand eras folder "UnitOptions" patches the issue.
Yes, that is intended. The effect is moved to the new Waterfront district's building.
Please review the design document in the description for the list of changes this mod makes.
Thanks for the quick reply. Is it also intended, that there is no adjacent bonus from Ley-Lines for i.e. Waterfront?
