Thats weird.. I can't seem to replicate this at all even when having just this and the shared textures. The texture for the windows is definitely in the addon and no other car uses it. I would guess there is another addon such as a skin or server content pack overriding it but I cant be sure.
You could try downloading this [www.dropbox.com] and putting the tint.vmt and tint.vtf in the Garrysmod/garrysmod/materials/models/lonewolfiescars/chev_tahoe/ folder.

Bit of bad news, I tried to find that folder but it dosn't seem to be there.. I manually tried putting it together but no success.
