Can't download the mod
I'm trying to download the mod from the mod browser, but it won't let me, it shows an exclamation mark where the download button should be and when I click on it, it shows a window saying,

Item is/was already installed: The Stars Above
If attempting to re-install. restart your game first because Steam is weird.

I closed out of the game and reopened it multiple times and it just does the same thing. If you know what's going on, please let me know what the solution is.

Try Unsubscribing from the mod on the main mod page on steam.
TMod 1.4 uses subscriptions to get mods so maybe re-doing that fixes it.
you can unsubscribe on the main Description section of this modpage

this mod was used in: v2022.8.54.4 beacuse you playing on v2022.8.54.6 or above preview versions that was another problem i encountered

The Issue that OP was experiencing was already fixed by doing the steps I provided above.
This Discussion Thread should have been closed since the versions will most likely not align properly with the current version of the mod seeing as there is a multiple months gap inbetween your and the other posts.

If you are experiencing Issues of your own, open a Discussion Thread.
As for this one, the matter has already been solved.
