ye same, maybe because the tier 1 skills are changed, but the game thinks we still choosing them

There is no solution right now. It is something they will have to resolve on their end. You might be able to reset it with a new spacial disk but I haven't tried it and honestly I doubt it would work. Dont worry, they will fix it somehow. Just keep bugging them.

Far as I can tell this is due to the update happening while you still have active powers. Old ones were removed while new ones got added in their place. One of my older characters got hosed that way, made a new one. If I can think of anything to try, it would be to install a prior version of the mod, turn off all Stellar Array abilities, then re-install the current one. Assuming you can find an old version, people don't do the best job keeping archives of that.

Try to activate-deactivate 2 tier skills, I had same problem with 1 tier and one of them was like active but was not.... Maybe it will help
