1. You can start mission without players and say them to connect after mission creating.
2. You can spawn units without phones but spawn them in different containers, vehicle cargo, supply boxes.
The essence of the bug is that when a server is created, a unique phone number is immediately created for the players, but without the phone itself. Of course, this phone number remains invalid until the player has a phone in their inventory, but at the moment we have such a problem that if the server loads at the same time as players who are already sitting on the slots, the game initializes both the phone number and its presence in the inventory at the same time, thus duplicating phones. Essentially, this results in you having an "invisible" second phone that is tied not to an object in your inventory, but to the player in general.
At the moment we are trying to fix this bug so that you can safely and conveniently issue phones to players without extraneous errors.
Upd. This problem is NOT appear if you create local server with you as a host (with RadminVPN for example).
