If I understand what you're trying to do, I just make sure my cooking bills do not have meat in them except for dried meat.

All processor type buildings use hauling. So if you use Fluffy's Work tab, you can expand the hauling category and give these processors the highest priority.

But yeah, i am doing the same as Turbo Rob, and do not allow meat in my regular meal this way, it will always end up on the racks.
