open the workshop map located somewhere in the postal 2 directory, i think it is called workshop.
Inside the workshop folder it you can search trough the folders until you find the mod, after that i don't know where to put the files. I suggest you to try to place them in the system directory.
If this doesn’t work you could tell me and i will try to experiment with the mod files myself.
If you have Postal 2 on steam you can subscribe to this mod and launch postal 2 and wait for the mod to unpack. After it is finished with the installation/unpacking you can close the game.
