What's the starting system name? Do you see a sector called Crown?
In RE you would start on Alpha or Beta as the starter system.
I'd suggest removing RE scenario. Closing Empyrion and Steam completely. Restarting your computer, re-add the scenario via the Steam workshop.. Then start a fresh game / save . (Single Player or Multiplayer RE)
At this point any issues you encounter you can assume are because of this.\
Sounds like you're playing the vanilla game world with RE missions. It's not going to be an enjoyable experience for anyone.
Maybe you can have players blueprint their stuff and then do something to give them a head start on a fresh RE save or something. But you'll just encounter more and more problems the longer people play using this very broken save game.
Let everyone know. Set a date a week or so out. Then have a server Admin give everyone who is playing on the server currently the following resources on re-launch:
90k Copper, Iron, Silicon ingots
100k Carbon Composite
50k Cobalt and Neodymium Ingots
30k of Erestrum and Zascosium Ingots
25 Large Optronic Bridges
25 Large Optronic Matrix
They would be able to build almost any Capital (within reason) from the start.
