I think the Survey-Missions are broken, every game i start in RE 1.10 i get Message right from the Beginning, that i finished the Survey Complet Mission.

Are there commands/ways to bypass or manually activate/complete missions?

You tried restarting the game?

the same thing happened to me. If you deactivate this mission to do another one before the mission is finished, you can't activate it anymore, the button stays grayed out.

this helps me to aktivate the Mission i use pda brief xxx

pda lschaps
identify your chapter number xxx

pda brief xxx
where xxx is the chapter number. This will spawn the briefing dialogue and the story is activated again.

pda rwdchap xx
Where xx is the chapter number. Another command to restart a chapter.

I might have an idea what is causing this.
The command listed above should work until I can get it fixed.

Sorry for late response..... like doesn't want to stop happening. :) Its on a server and it has been restarted several times. I will try the above recommendation shortly. Thank you!

I found the issue. I'll do a hotfix this week that should fix it.
