Anyways, just type into the console (or copy and paste):
" effect set_global_flag = core_installed " then
" effect set_country_flag = core_installed " then
" effect set_global_flag = cheat_menu_active " then
" effect set_country_flag = cheat_menu_active ".
That should enable it for the rest of the game. If it's not working for any new games either, you'll have to type that in.
Stellaris doesn't allow multiple commands in the console, for some reason. I thought it did... But according to a thread on Reddit, it's possible to make a text file in the Stellaris folder in your Documents folder, past Paradox Interactive.
I think the file should look something like this: (Also, ignore the quotation marks.)
"
effect set_global_flag = core_installed
effect set_country_flag = core_installed
effect set_global_flag = cheat_menu_active
effect set_country_flag = cheat_menu_active
"
Then type into the console:
run *name_of_text_file_here*.txt , and it should work fine and quickly.
Honestly, now I'm kind of annoyed at all the flags, so I might update it later. Probably not though.
