If you're using the Sins of the Prophets mod with this, then you may be using the wrong portrait set. Look for "Human" for this mod's portrait set. It's not in the humanoid sets.
I'm getting the same issue, so I made some changes to the unsc portraits file to fix the ruler selection. Let me know if it changed anything on your end.
Not all Ancestor buildings are unlocked at the start of the game and will require additional research. The buildings that you've listed require the "Reverse-Engineered Precursor Technology" research to unlock them. You will also need to have the ancient human civic for this research to show up.
This mod should still work with the current version. Have you tried unsubscribing and subscribing so it can download again? If you did that already, try deleting the this mod's folder (with the ID 2537406790) after you unsubscribe and then subscribe again.
Will give it a try since all your other mods function fine
