The job board is working and has been doing so for a few months again now. If you're still not getting it, you are most likely using another mod that introduces events but is not set up properly. Some pirate submarine packs introduce their own pirate missions and events to unlock those. They are known to cause this issue.
Basically the game works with sets of events.
All vanilla and DE events are within the same big event-set that should always load on outpost locations. If another mod is also introducing events, they also have to make an event-set to make the events to trigger naturally, however if their event-set is not set to be additive it is considered to be a main event set and will not play alongside the original events, but instead replace the original event-set entirely, blocking all vanilla and DE events from triggering due to the game only being able to load 1 main event-set + 1 additive event-set.
This is helpful! I simply re-installed the mod thru the in-game reinstall button and it just. Worked for me.
Would your recommendation be to just play without those mods or would it be possible to just move DE below them to force the load as an overwrite if I'm phrasing that correctly?.
So only way to fix it for now would be to remove these other mods that introduce events.
