Yes, but you can turn off (if you want...) by going to the "Super Survivors" tab in the Game option
and set "Survivor Hunger & Thirst" to off (can be done in game from what i've seen)

partially, yes it does disable it, but gotta load the game to take full effect otherwise they get stuck with the moodlet they had currently, which will result in them eating all your stuff
