When you subscribe it should automatically apply via Wallpaper Engine. If not, you can navigate through Wallpaper Engine's UI and select it. (Right click on the tray icon and press "Change Wallpaper")

Well it is free itself, it just doesn't work anywhere besides Wallpaper Engine or via a web browser. I know, I've tried. But some people like to try anyways. ¯\_(ツ)_/¯

Is there a website that lets you download the wallpaper without needing wallpaper engine?

I have it available on my Discord server as a separate download, but you will need Wallpaper Engine regardless. And no, Lively does not work.
