Did the car stopped on the near side to the spawn, or on the far side?

Try new update please! Also you can try to lower "Detection range" in Decent Vehicle Waypoints Tool. A value of 150 will be enough.

random simfphys cars keep spawning with NPCs on top of them by themselves but the vehicles dont move around. is this supposed to happen?

Background NPC's addon can spawn cars automatically, vehicles will not move around if you will not load all the points through "Decent Vehicle Waypoints Tool". You can know that they're loaded by holding it in hands, you'll see a lot of dots that will connect with each other after some time after load.

If you did everything that I mentioned in instructions, maybe it's a bug in code. You can also try to ask a question to mod's author too.
