To me, Magpies would be more like an... unconventional fighting force, a rebel army so-to-say.
For another comparison to what Magpies would be, since I got some sleep now:
Think Rebel Inc.'s Insurgents. That's basically what they would be. A Government Backed Rebel/Terrorist force.
