+30% swing speed
-30% less damage
when capaturing the intel of caping a point the your candle will light giving you a 10% speed boosted and 1+ capture rate

By the way isn't there a mod anyway, that would revive that, except it replaces weapons, but man this was almost a new weapon,

it was likely a volcano fragment reskin, along with the stratonic swatter being a disciplinary action skin
