i'm not sure, i just tried it myself and it worked.
i used steamworkshopdownloader.io, followed the instructions to download steamcmd & logged in anonymously, downloaded the autoicons addon which gave me "gmpublisher.gma", and dragged the .gma onto gmad.exe, giving me the folder with everything inside.
maybe you could temporarily copy gmad.exe into the folder where you downloaded the gma?
no, look at the bottom of the post. it's supposed to be a .lua file, and you just move the folder to \GarrysMod\garrysmod\addons\
the final path should look something like:
\GarrysMod\garrysmod\addons\ADDON NAME HERE\lua\autorun\client\autoicons.lua
there isn't a conversion process, just rename the file extension to .lua and ur done
and it shouldn't matter that the addons folder is empty, move it there regardless
yes, steam workshop addons that u've downloaded go to \steamapps\workshop\content\4000, but for custom addons/addons you've made, you put it in \GarrysMod\garrysmod\addons\
as long as the folder path looks something like this then it should work
\GarrysMod\garrysmod\addons\2495300496\lua\autorun\client\autoicons.lua
